The fix for bug 3531 breaks the decodenetnum test (and possible decodenetnum
itself) on Solaris. 

When a port number is given to getaddrinfo on Solaris and AI_NUMERICSERV is set
in the hints, either ai_socktype or ai_proto must also be given. RFC 3493 says
that if AI_NUMERICSERV is given in the hints then no resolver can be used to 
look up the service. That means that there is no way for getaddrinfo to decide 
what is the proper output. 

Prior to the recent change the service "ntp" was hardcoded in decodenetnum. I
don't know if it was purposefully recoded to that other services could be
specified or if it is planned to be used with other protocols than UDP in the
