ntp-keygen from 4.2.8p15, built against openSSL 1.1.1 does not work on Windows.
Empty key files are created:

c:\Program Files\NTP\bin>ntp-keygen -T -G -p server_password
Using OpenSSL version OpenSSL 1.1.1g  21 Apr 2020

c:\Program Files\NTP\bin>dir ntpkey*.*

The message referring to OPENSSL_Uplink lets me assume that this still tries to
use the API of previous openSSL versions, which is not appropriate for openSSL
