Aaaggghhh...  Sincere thanks!  That got the service started. 

Now, none of the open access NTP servers I've tried from:

http://www.eecis.udel.edu/~mills/ntp/clock1b.html

are working for me.  

No errors in the System log and the Application log is giving
me (for "server 200.54.149.19"):

* ntpd  Wed Nov 08 11:14:58 2004 (5)    
* precision = 1.000 usec    
* Listening on interface wildcard, 0.0.0.0#123    
* Listening on interface Loopback Interface 1, 127.0.0.1#123    
* Listening on interface TCP/IP Interface 2, 47.166.115.73#123    
* Listening on interface PPP Interface 3, 169.254.241.150#123
