I'm not sure who is going to work on this problem.  I do know that I think
I would prefer that this be handled in the ntp.conf file instead of on the
command line.  Perhaps both places is appropriate, I'm not sure.

I would like to see the documetation of the evolution of ntp.conf discussed at:

(I hope I spelled that right - I am currently doing this on a cygwin box and
have been unable to figure out cut/paste between windows.
