Brian,
If you start ntpd with a "disable ntp" in the configuration file, it
will not discipline the frequency or time. If you remove the ntp.drift
file and include that command, it will not initialize the frequency. It
is helpful in some circumstances to initialize the frequency but not
discipline the time/frequency. That's why the "disable ntp" does not
ipso facto initialize the frequency.
