I have dynamically added a refclock, for instance 127.127.28.0 (shm)
or 127.127.36.0 (wwv). I can add a time1 fudge to these, but every
response to an attempt to set a "flag" fudge (any of flag1, flag2, 
flag3, flag4) results in:
