The NTP client side does not synchronize/settle over a server,when two servers 
of same stratum are configured.Hope this is a similar problem like clock 
hopping problem.Here the Client is doesn't know what it has to do(which one to 
select).This is seen in most of the NTP softwares.

Will this bug be addresses in NTP Version 4? As this seems to be related with 
the clock hopping problem.

i.e Does clock-hopping problem is confined for servers of different stratum?
