Okay, I rebuilt ntpd with all of the LOCK and UNLOCK calls in recvbuff.c
bracketed by BLOCKIO and UNBLOCKIO calls. No other changes.

Before the change, in my test setup using ntpload, sending 5K ntp packets
per second, the ntpd cored within one minute, everytime I ran it.

After the change, ntpd ran for 30 minutes without coring, before my local
sysadmin knocked on my door and said "hey, Brian, are you running something
called 'ntpload'?"
