Under Windows the batch file ports\winnt\mkver.bat is used to generate the 
version.c files which are required to build the binaries. 

The version information has been taken from the version.m4 file which has been 
removed from the distribution, so mkver.bat has to be modified to extract the 
version information from the new packageinfo.sh file.
