ntpdate has code which deliberately overshoots the amount of correction
which is makes if it slews the system time.  If my clock is off by 50ms.
it will slew the clock 75ms.  Argh!

Look for ADJ_MAXOVERSHOOT in ntpdate/ntpdate.c and at the comments in
ntpdate.h.

It says that doing this "typically result in the clock keeping more accurate
time".  I can't believe this was ever true.
