I'm sure the analysis that leads you to believe this bug to be invalid is based
on my response. But since you don't state what that analysis is or why it leads
you to your conclusion I'm at a loss to be constructive in terms of what you are
missing.
Bottom line is that ntpd's behaviour wrt time setting varied according to the
"restrict default" line. That seems dubious to say the least.
