I am not sure what the problem was.
After a power cycle, the ONCORE should be in BINARY mode, so the driver has
never worried about changing from NMEA to BINARY mode (I believe this is true
for all the ONCOREs).  After that, if the ONCORE is powered up, and there is an
antenna,
then it should respond the the @@Cj command (which asks for the Receiver ID).
I am not sure what the WinOncore12 program did that 'reset' the Oncore, I will
check on this as time allows.

Since he is up and running,and we hav ehad no other complaints, I will consider 
this Bug as resolved.
