Exactly, and the OpenSSL apps code I referred to shows exactly how this
should be handled to cope with systems with and without /dev/*random, those
with egd, and others which need $RANDFILE.

I don't intend to eliminate it completely, only on platforms where it is
unnecessary. I'd suppose that the OpenSSL developers know the proper way
to handle this, and ntp should follow this lead.
