An addendum: I compile ntpd with CFLAGS="... -DLOG_NTP=LOG_LOCAL6 ...",
with a suitable entry for local6 in syslog.conf.

Without that, I expect it works with syslog because the first call
to syslog() after forking will re-establish the default setup.
