you can reproduce this problem with concetto.net

Using ntptrace from xntp-4.1.1:

# ntptrace concetto.net 
concetto.net: stratum 2, offset 0.003736, synch distance 0.02275
rustime01.rus.uni-stuttgart.de: stratum 1, offset 0.024408, synch distance
0.00146, refid 'DCFp'

Using ntptrace from xntp-4.2.0a:

# ntptrace concetto.net
concetto.net: timed out, nothing received
