Subject: wish iburst for local refclock

Harlan,

There is an intentional delay when considering whether to select the 
local clock. This is because when it is used along with other potential 
servers, the selection algorithim may take some time to evaluate the 
sources and, if one or more are available, select them and avoid the 
local clock. None of the reference clocks use iburst to reduce the 
normal poll interval, as that could interfere with the median filter and 
averaging algorithm. The local clock driver is in the same category. It 
has provisions for tweaking the frequency; that would not work if the 
iburst feature was used.
