This still happens with ntp-dev-4.2.5p16.

After a couple of reaches, the "flash header 0080" appears in the debug output, 
the association is finally demobilized, and the client stops to sync with the 
server. The behaviour is the same for Linux and FreeBSD clients. 

Frank is already working on a fix.
