By "relaxed the requirement" I mean later service packs of WinXP (I tested on 
the current, SP3) may have changed to be more like WS2003 and later regarding 
SO_EXCLUSIVEADDRUSE, allowing it even for non-Administrators members.  The 
other explanation for the behavior I see is that SO_EXCLUSIVEADDRUSE can be set 
by any user, but is only effective for members of Administrators.

Either way, and on Windows 2000 and NT4, even if setting SO_EXCLUSIVEADDRUSE 
returns an error, ntpd will continue as before after logging a message.

Note that on Windows, SO_REUSEADDR can only _enable_ reuse, it never prevents 
it.  So the removal of SO_REUSEADDR is a win on all Windows versions ntpd 
supports.
