On OpenSolaris, FreeBSD 6.x, and the latest Debian stable, none of the ntp
binaries are pulling in libssl.so:

Again I wonder what version you're using, since it appears to be older than an
ancient version I'm familiar with from 2005, based on the lack of
OpenSSL_add_all_algorithms().
