And there it is.  I feel like I must have hallucinated before, because I recall
both $host and $build being reported as powerpc-ibm-aix6.1[...] in an earlier
exchange.  Here's it's rs6000-ibm-aix without the needed trailing 6 to match
*-*-aix[456]*

Dieter, please try the following two commands from the root of the 4.2.6p3
source directory:

config.guess
./config.guess

Perhaps it's an issue with which copy of config.guess is used.
