Hello Ed,

The per-association offset is different from ntpd's overall estimation of its
offset, except perhaps with a single time source being used.  NTP v4 uses a
weighted average of survivor offsets as the overall offset estimate.  See  RFC
5905 section 11.2.3.

What you see in the loopstats file should perfectly match the system offset=
seen with ntpq -crv.
