ntpd has never depended upon the the serial number from PPSAPI, as far as I
know, and I'd rather avoid that.  We could achieve the same by comparing the
timestamps (seconds and microseconds).  I have a feeling DLM won't blow a
gasket if I just go ahead with that change.
