I'm not saying the following is a good idea.

Do we have a spare bit we could wiggle that would say whether or not we should
use the serial numbers?  For the refclocks that have done so, this could
default to "true".  For those that have not, we could default it to "false".

Then again, if we have time do test the use of serial numbers on refclocks that
have not previously used them, I'm OK figuring out if we can use serial numbers
in this case.

Or how about this for an idea - if serial numbers are enabled, we use them.
If they are disabled, we do a (full) timestamp check.
