Harlan, for this case of checking for duplicates checking for the full
timestamp is completely sufficient. The sequences didn't seems to be marked
optional in the PPSAPI description, so the refclocks using the sequences are
most probably fine.

I agree with Dave Hart here that comparing the full time stamp is enough to
catch the duplicates.
