Thanks for the report, Steve.  I traced the failure back through the
configure.ac logic.  It would probably be better if configure gave a warning or
errored out in this case, rather than silently ignoring the request for the
RIPENCC driver, but the root problem is the driver source requires PPSAPI
support to compile, and configure is enforcing that silently.  On systems where
HAVE_PPSAPI gets defined, --enable-RIPENCC is effective.
