"tos orphanwait" defaults to 5 minutes (300 seconds).  The documentation is in
error on this point, claiming 600 is the default.

When a non-default "tos orphanwait" timeout is used, the current code
incorrectly uses a 300s initial orphanwait timeout, however any further
orphanwait timeouts triggered by loss of all sources followed by regaining some
do use the specified timeout.

I have a fix which maintains orphwait (the scheduled end time of the most
recent orphanwait timeout) when modifying sys_orphwait (the configured duration
of orphanwait).
