[ntp:hackers] FreeBSD time step

In set_ntp_tod
clock_settime: 0; Unknown error
clock_settime: 0; Invalid argument
addto_syslog: time reset -0.151085 s

The next time the clock offset is computed shows the offset -0.151085 s, 
from which I conclude the clock was not set. A little later a similar 
incident is reported, but in that one the clock is indeed stepped, but 
apparently to the wrong value.
