[ntp:hackers] Build considered harmful

Guys,

The configuration process seems over the top. It took 19 minutes just to
run configure on dear porkypine here. Over the years the configure
process has become much larger and lots longer. So far as I know it
supports the same machines it used to.

Build failed on snavely; something about "cmp EOF on layout.here". This
was on a fresh build. Why is this test or check of something necessary?
It's tripped me up before.

So far as I can tell, all backroom and campus machines except snavely
are running the latest. I see evidence of disk wear on snavely and howland.

Dave
