and who shall bell the cat?  this is a HUGE undertaking.  network
management consoles in juniperland use "junoscript" (which is XML
based) not telnet or ssh as in the cisco universe.

i am therefore in dr. mills' corner on this -- let's talk about
the kind of config file we want, and leave alone for now possibilities
such as an NTP Command Language, NTP Command Protocol, fetching configs
from http, security, and so on.
