There's nothing wrong with having a commercial interest in this.
Most successful protocols have commercial interests usually as
a result of their sucess.

Yes, we need some definitions and ways of verifying that an
application that claims to be NTP "compliant" actually complies
for some meaning of "compliant". Getting to the definition
of what that means is the hard part.
