I think they're talking about libntp/ranny.c.  Like a lot of stuff
in libntp, it probably isn't necessary on a modern machine with
decent libc stuff.  And while it's in the 4.2.0 "production" tarball
it indeed is not in the latest development tarballs.

I'm 99% certain that ranny.c in the 4.2.0 tarball is not necessary
to build any binary on any recent platform, it was probably put there
for some crufty machine without good random number support in libc
and was very easily excised.
