[ntp:hackers] Dlink is abusing almost *ALL* stratum 1 servers :-(

It seemd to me that there are several steps we should take. The
first is write up an RFC that states exactly what embedded systems
vendors should do with their products. Can we expect vendors to
know what to do if nobody has ever written it down? For instance,
I had never thought of the idea of a vendor controlled CNAME record
before PHK mentioned it. That's a great idea for a vendor that
can't or wont make their own servers.

Another thing is that we should promote the creation of new stratum
1 and 2 servers, and encourage them to be in the pool. In the long
run, the pool is the best way to do this. I am not up on the current
state of the art on the pool, but if we had a feedback mechanism so
that servers would only get their address on the pool when they are
below some threshold of bandwidth, and all clients re-resolved at
least once a week, then the usage would flatten out over all the
servers.

This all depends on the pool being large enough, which it currently
is not. So part of this would have to be vendors funding more servers.
We would have to have a plan to make this as simple and easy as
possible.
