[ntp:hackers] Leap second drove WWV audio refclock wacky

Well, the leap second has driven my WWV audio refclock wacky. It
failed to set the leap bits before the event, and half an hour afterward
it jumped from 00:30:00 to 00:51:00, something I certainly wasn't
expecting. At the moment it's unlocked and one second off.

I'll have to look at the raw bits and see if a one-second shift can
make 00:31:00 read as 00:51:00 or similar. Sounds unlikely.

Oh, here we are a couple minutes later, and it's gone from 00:51:00
to 00:52:00 to 00:53:00 to 00:54:00 to 00:55:00 to 00:56:00 to 00:58:00
to 00:69:00 to 00:70:00 to 00:71:00, that's worse than just plain
wrong. Sounds like time to restart ntpd, but I'll let it go wacky
for a couple more minutes first.
