[ntp:hackers] timespec vs timeval

Independent of the problems mentioned, both timespec and timeval seem to
be defined (after a long string of typedefs) in terms of long's.

My mind warps in trying to understand what this means in terms of a mixed
32bit/64bit environment.

Perhaps what one really needs in an amendment to the RFC redefining all
these things in terms of i32, i64, i128, etc.  

It seems that even on a given machine long could mean different things 
when compiling 32/64bit (oh I hope not...)
