Guys,

The frequency file update now works as proposed in a previous message. 
The first update is one hour after startup. This gives time for the 
system to converge the time offset, but with a possible moderate to 
large residual frequency offset and wander. As the wander subsides the 
interval between writes increases ultimately to about one day. If 
something bumps the frequency, like a fan failure, the wander goes up 
and the interval between updates comes down, but not below one write per 
hour.

I may do a little tuning on the parameters as I see what happens in 
varous configurations, strata and extreme poll intervals.
