[ntp:hackers] NTP two-step on-wire protocol

Constructive? - probably not, unless we want to think about possibly
changing NTP again to allow it to function slightly differently on
embedded-stack type devices. BTW - I dont know how the rest of you feel but
I would support this design idea.

If that idea isn't to unfriendly - then yes - there are a whole bunch of
things we can do in packaging up NTP.

Are we ass a group interested?
