I wonder what sort of filter on the PPS signal there is inside the 5071A.

You can get off the ground without it being synced. Setup a PPS driver (and
something to prefer). Use noselect and see what happens. Then use fudge
time1 to fixup the offset.
It seems reasonable to add some code to the HP driver to handle this case.
I'll be glad to help, but I don't have a 5071A to test with.
All that really does is give you something local to "prefer" so you can keep
working if the external link/server dies. (and you don't bounce around if
the network link is overloaded)
