The copyright notice is not downloaded; it is extracted from the
./html/copyright.html during the build process. Here's the relevant bits
from ./Makefile:

$(srcdir)/COPYRIGHT: $(srcdir)/html/copyright.html
  ( echo "This file is automatically generated from html/copyright.html" ; \
  lynx -dump $(srcdir)/html/copyright.html ) > $(srcdir)/COPYRIGHT.new && \
  mv $(srcdir)/COPYRIGHT.new $(srcdir)/COPYRIGHT

It may be worth asking, "can ./COPYRIGHT be extracted from
./html/copyright.html when a distribution tarball is created rather than
during the build process?"
