Not according to the NTP Copyright. Dr. Dave Mills owns that exclusively 
and anyone relying on that conveys their IP to Dr. Mills (and does so 
for no considerations whatsoever creating a serious later claim against 
the use of that IP).

Warner - let me disagree here too. The copyright and possibly Trade 
Secret standards protect this stuff.  The results of the testing are 
attestation reports which are used to verify and support the proper 
operations of that system. So the 'party producing those reports has a 
claim as does the party that owns the IP that is producing those reports'
