I don't believe so.  Each poll interval the .POOL. prototype
association created by the pool directive evaluates whether more
servers are desired.  If they are, a single IP address is solicited.
If it responds, a preemptible association is spun for it, which copies
most settings from the prototype association, including the initial
poll interval.  Either way, the prototype association will do the same
at the expiry of its next poll interval.  If a preemptible association
was spun, at the end of its first poll interval, the first normal
query is sent, starting the filling of its reach register as responses
come in.
