I ran a few tests.  It reorders various things.  I didn't see any pattern 
that made sense to me.  It also removed extra spaces and inserts quotes 
around strings/filenames.

I think that's OK for testing, but I can't see any use for saveconfig in the 
real world.

If anybody wants them, I'll send my toy test case.  The key step is something 
like:
  ./ntpd --configfile test1-in.conf --saveconfigquit test1-out.conf

I don't know if/how that's related to the problem I saw.  I did double check
