Because if there is a change that needs to go in to -stable and it needs
some testing, I have a concern that if we put out code that might have a
problem and list it as an RC it will reduce the credibility of the
"names".  This swings both ways, as folks who don't know the quality we
strive for think they would *never* go near a -stable beta release.
That's kinda OK with me, given the alternative.

I like having these releases be automatically pushed out and available.

I'm not thrilled with my having to roll a "special" release that I have
to manually upload to a distribution directory somewhere and point folks
at it.

But there may be other points of view on this.
