I can not get the gpsdjson refclock to do anything.

I have a setup that works fine with chronyd.  Using git head:

robin ~ # gpsd -V
gpsd: 3.12~dev (revision release-3.11-243-g774e515)

I start gpsd this way:

robin ~ # gpsd -n /dev/gps0

After verifying a good GPS fix with cgps I start ntpd this way:

robin ~ # ntpd -g -d -d |& fgrep JSON
event at 0 GPSD_JSON(0) 8011 81 mobilize assoc 17975
event at 2 GPSD_JSON(0) 802b 8b clock_event clk_fault

Nothing else in /var/log/ntpd.log or stderr relating to json.

You can see gpsd is working as the SHM's look good:

But nothing on GPSD_JSON, even after a long wait.

Here are my relevant ntp.conf lines:

    server 127.127.28.0 
    fudge 127.127.28.0 time1 0.142  refid GPS

    server 127.127.28.1 prefer
    fudge 127.127.28.1 time1 0.001500 refid GPS1

    server 127.127.46.0

Am I missing something obvious?

Any debug hints?
