Todd -
  ntp-legal has had, by my count, two meaningful threads since its creation.

  I think I was the one who said it should be created so that threads that
have NOTHING to do with hacking code be removed from the hackers list.

It is possible that the lack of traffic on ntp-legal means that I made
a bad suggestion. I personally think it's more likely that I made a bad
suggestion because boneheaded stuff still shows up on the hackers list.

  I will acknowledge that administrative issues do come up even in
hacking (we do make packaged-up distributions in addition to all the
stuff that we individually do that may or more likely may not end
up in the distribution) and have no objection against LEGITIMATE (as
opposed to nonexistent) administrative issues showing up in the hackers
list.

  I was tempted to suggest that maybe ntp-legal be renamed to ntp-strawman
but looking at the dictionary "Strawman" implies that there is some point
to be argued that both sides care about (even if some bogus or flawed
subpoints are raised to make the argument). In fact your continual
requirements that I, as a hacker, somehow register myself with
a nonexistent beauracracy just so I can play with or discuss
refclocks seems quite Orwellian.
