[ntpwg] MSF 60 kHz moves from Rugby to Anthorn

Hi!

If being somewhat of a nitpicker, I would like to point out that as of
2007-04-01 will the MSF 60 kHz signal be transmitted from Anthorn rather than
the traditional Rugby location.

This will affect Table 9 on page 24 in draft-ietf-ntp-ntpv4-proto-04.txt.
