What would really work is to get somebody like akamai to sponsor the
whole thing and put pool servers on their boxes.  

While that's probably not possible it does seem reasonable to ask each
hosting company / ISP to donate at least one server  to the pool - as it
is there are a lot of existing well connected ntp servers out there at
ISPs that wouldn't notice the extra load but would help a lot.
