DNS SRV records come to mind.
This can be built in ntpd itself. It can ask for SRV records of
pool.ntp.org, get a list of hostnames with attached weights, and select
from those hostnames according to the weights.
Then, there's the question of how to automate setting the weights.
I suspect that SRV record usage will have a noticeable effect, but
probably still not enough in the long term.
