Your static IP address is only needed if you want to offer your computer as
a part of the pool, for others to use it as a time server.
If you just want to just sync your PC to the pool.ntp.org time server pool,
then it's fine to just use uk.pool.ntp.org. Please be sure to use a
sensible client - some are known to poll the server every second, and this
causes problems for us if dozens or hundreds of servers do this...
The 'Internet time' setting in recent windows versions is fine, and of
course the ntpd program from
http://ntp.isc.org/bin/view/Main/SoftwareDownloads is fine, too.
