A safe guess is that the majority of the peaks are due to the infamous
T?rk Telekom, who gives a damn about decent behaviour.

Said ISP's unacceptable behaviour during a very long time has caused
me to finally withdraw my two NTP servers from of the World and the
Europe pools, and now only being available to the Danish and the
German pools, respectively.  If T?rk Telekom also invades the two
latter servers I will stop contributing to the NTP pool entirely.
