My intuition is that this traffic is something the NTP pool should be 
able to handle. It would be a lot better if the Turkish ISP were 
contributing to the pool (or running their own servers), but if the 
clients behave well it seems like traffic we should be able to serve.

Rob argues that the DNS implementation is the real limitation. Ask, do 
you agree? Anything we can do to help?
